Courtney Horwitz Named to the City Council’s Advisory Group on Housing Affordability

Strada is proud to announce that Courtney Horwitz, Strada’s Founder and Principal, has been invited to serve as a member of the New York City Council’s newly formed Advisory Group on Housing Affordability. Speaker Julie Menin announced the full membership in June 2026, ahead of the group’s first meeting.

The Advisory Group brings together architects, engineers, urban planners and designers, finance professionals, fair housing advocates, and labor leaders to serve as a sounding board for the Council, providing ideas, analysis, and recommendations that shape proactive policies to address New York City’s housing crisis. The group will take a hard look at the obstacles, large and small, that have cumulatively made the city’s development and construction environment difficult to navigate and inefficient at creating and preserving housing.

Alongside preservation, development, planning, and access, the group will focus on identifying Construction Code reforms that could spur new housing without requiring burdensome, expensive, and time-consuming zoning changes.

Courtney joins co-chairs Barika Williams of the Association for Neighborhood & Housing Development, Gary LaBarbera of the New York City and New York State Building and Construction Trades Councils, and James Simmons of Asland Capital Partners, along with members from Enterprise Community Partners, REBNY, the Citizens Housing and Planning Council, RiseBoro, the Supportive Housing Network of New York, Habitat for Humanity NYC & Westchester, Gilbane Development Company, UHAB and others. We are thrilled that Courtney will bring Strada’s on-the-ground financing, development and asset management experience to this effort.
